BIS Scheme-X Certification – Complete Guide

The Ministry of Heavy Industries has announced the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Amendment Order, 2025, which will be enforced by the Bureau of Indian Standards (BIS) starting 1st September 2026. This mandate applies to a wide range of machinery and electrical equipment such as pumps, compressors, cranes, motors, transformers, and switchgear. The goal is to ensure these products meet stringent Indian safety and technical standards before entering the market.
To regulate and certify these products, BIS introduced Scheme-X Certification—a framework dedicated to ensuring product safety, quality, and compliance with Indian Standards.
Overview of BIS Scheme-X Certification
Launched on 16th March 2022 under the BIS Conformity Assessment Regulations, 2018, Scheme-X Certification is designed for industries involved in the manufacturing of:
-
Electrical motors, transformers, power generators
-
Pumps, compressors, welding machines
-
Elevators, escalators, cranes, conveyors
-
Various other machinery and electrical equipment
The Omnibus Technical Regulation (OTR) Order, 2024, issued on 28th August 2024, made Scheme-X Certification mandatory for all domestic and foreign manufacturers by 28th August 2025.
Later, the Amendment Order, 2025 specified that these requirements would apply to machinery and electrical equipment listed in the First Schedule from 1st September 2026, with assemblies, sub-assemblies, and components coming under compliance on a date to be notified later.
This regulation strengthens industrial safety, boosts manufacturing efficiency, and reduces operational risks.
Types of BIS Scheme-X Certification
Manufacturers can apply for one of the following certification types:
-
License for Continuous Production
-
For manufacturers producing equipment continuously.
-
Allows the use of the BIS Standard Mark on all certified products.
Certificate of Conformity (CoC) for Batch Production
-
For one-time or batch production.
-
CoC number must be printed on the product or packaging and shared with the buyer.
Note: All manufacturers must register with BIS before applying for a license or CoC.
Scope of BIS Scheme-X
The certification covers three categories of standards:
-
Type A – General Safety Standards
-
Principles of safe machinery design, hazard prevention, and risk assessment.
-
Example: IS 16819:2018 / ISO 12100:2010.
Type B – Specific Safety Requirements
-
Covers machine ergonomics, protective devices, and safety measures.
Type C – Machine-Specific Standards
-
Detailed safety requirements for a particular machine type.
-
Overrides Type A and B if there’s a conflict.
Eligibility Criteria
To apply for Scheme-X Certification, manufacturers must:
-
Be an Original Equipment Manufacturer (OEM) with a functioning production unit.
-
Manufacture machinery/equipment listed under the Amendment Order, 2025.
-
Ensure products meet Indian Standard specifications.
Additional Conditions for Foreign Manufacturers:
-
Submit documents in hard copy.
-
Be classified as large-scale manufacturers.
-
Appoint an Authorized Indian Representative (AIR).
-
Sign legal agreements: License Agreement, Indemnity Bond.
-
Provide a Performance Bank Guarantee of USD 10,000 from an RBI-approved bank.
Application Process
The BIS Scheme-X Certification process involves:
-
Selecting the Relevant Indian Standard from the BIS-approved list.
-
Preparing Technical Documentation – including product details, drawings, quality control measures, and compliance reports.
-
Online Application Submission via the BIS Manak Online portal.
-
Evaluation & Inspection – BIS reviews documents and conducts plant audits.
-
Grant of License or CoC – Issued upon successful inspection and fee payment.
Guidelines for Using the BIS Standard Mark
Once certified, manufacturers must:
-
Display the BIS Standard Mark (black & white or colored) on the product or packaging.
-
Include the License Number (CM/L-XXXXXXXXXX) or CoC Number.
-
Provide additional product information such as:
-
Type/variety
-
Identification number
-
Manufacturing date/week
-
Brand/trademark
-
Manufacturer’s address
-
If physical marking is not possible, details must appear on the test certificate.
